Direct answer

A JAR in plugins/ does not guarantee it loaded or registered a command. Check the startup error and exact command name before changing permission nodes.

What it means

Possible causes include the wrong platform JAR, failed initialization, a missing dependency, a renamed or disabled command, proxy/backend mismatch, and a namespace conflict.

If you are a player

  1. Copy the full command, including the leading slash, plus the server response. Check the plugin’s current documentation for renamed commands.
  2. Ask whether the command should run on a Paper backend, Velocity proxy or another platform. Different software can expose different commands.

If you run the server

  1. On Paper run plugins in the console. A red entry indicates the plugin is not enabled; then read the first related exception in logs/latest.log.
  2. Confirm the JAR is for your platform and compatible version, and check dependency failures or duplicate copies. A Paper plugin may register commands programmatically rather than through plugin.yml.
  3. If enabled, compare the official command syntax and aliases, and test a fully qualified command if a conflict is suspected. Confirm permissions only after registration is verified. Use a full restart to retest.
How to verify the fix

The documented command appears and runs for an authorized player after restart, while startup logs contain no associated plugin-load exception.
